
A new low pressure area (LPA) formed off the province of Eastern Samar on Tuesday, February 9, shortly after the LPA east of Mindanao dissipated at 8 am.
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said in an advisory issued 11 am on Tuesday that the new LPA is located 50 kilometers east of Guiuan, Eastern Samar.
It is unlikely to develop into a tropical depression in the next 24 hours, according to PAGASA.
But the LPA is bringing rain to parts of Luzon and some areas in the Visayas on Tuesday.

The state weather bureau warned the affected regions and provinces to be on alert for possible floods and landslides, especially in high-risk zones.
The LPA which has since dissipated earlier triggered rain in the Visayas, Calabarzon, Bicol, Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon, Aurora, Northern Mindanao, and Caraga.
The northeast monsoon or hanging amihan, meanwhile, is affecting Northern Luzon, particularly Cagayan Valley, the Cordillera Administrative Region, and the Ilocos Region. These areas also have some rain on Tuesday.
Metro Manila and the rest of the Philippines are only experiencing isolated rain showers caused by localized thunderstorms.
