Swak sa kulungan matapos hatulang guilty ng Sandiganbayan 5th Division sa kasong graft at paglabag sa Code of Conduct and Ethical Standards for Public Officials si dating Local Water Utilities Administration Chairman at ngayon ay Surigao Del Sur Rep. Prospero Pichay Jr.
Nahaharap si Pichay sa 6-10 na taong pagkakakulong at disqualification sa paghawak ng public office matapos mapatunayan ng anti-graft court na guilty beyond reasonable doubt sa kaso ng katiwalian.
Si Pichay ang Presidente noon ng National Chess Federation of the Philippines.
Maliban kay Pichay kahalintulad na hatol din ang ibinaba ng graft court sa kapwa akusado na sina Emmanuel Malicdem at Wilfredo Feleo.
Iniutos din ng graft court na i-reimburse ng tatlo sa Local Water Utilities Administration (LWUA) P1.5 million na illegal umanong inilabas na pondo bilang sponsorship grant at ang interes sa nasabing halaga.
Nag-ugat ang kaso noong 2010 matapos aprubahan ni Pichay ang paglalabas ng P1.5 Million na pondo para sa 2nd Chairman Prospero Pichay Jr. Cup International Chess Championship.
Si Pichay ang acting chairman ng Board of Trustees (BOT), si Malicdem ay Senior Deputy Administrator at si Feleo ay Acting Deputy Administrator for Investment and Financial Services ng LWUA.
Isa sa mga akusado na si Daniel Landingin, na dating LWUA Administrator ay namatay na noong May 22, 2016.
Bilang depensa sinabi ni Pichay na ang sponsorship fund ay aprubado ng LWUA-BOT at iginiit nitong hindi siya nagpartisipa sa NCFP’s sponsorship request.
Gayunpaman mas binigyang bigat ng korte ang ebidensya ng prosekusyon.
“As a final note, the Court is aware that no less than the Constitution recognizes the importance of sports in our society. This recognition however, does not give public officials unbridled discretion to spend public money as they see it fit—no matter how laudable the purpose is—and more so, for personal advantage,” nakasaad sa 31 pahinang desisyon.
